This program provides senior citizens city-wide with up to $7,500 in grant assistance for emergency repairs to their homes. Types of repairs include, but are not limited to, safety and health hazards, such as furnace, roof, electrical, water, and sewage repairs, as well as accessibility repairs such as stairs, porches, doors and windows. Home LPA Programs
HARP I
Time: October 1, 2007 to September 30, 2010.
Under HARP I, the objective is to rehabilitate at least thirteen (13) units within the time referenced above. This program provides moderate to substantial housing rehabilitation assistance to homeowners in the South End of Albany. SEIC, in collaboration with Albany Community Development Agency (ACDA), completed the rehabilitation of eleven units (11) with two (2) units currently in the final stages of construction. The homes completed were brought up to code and made Housing Quality Standard (HQS) and lead safe. As a result, they are more energy efficient and accessible to the owner. The grant awarded is a deferred loan, secured by a mortgage lien placed on the property. The loan is forgivable provided the owner resides in the home for the regulatory period of 10 to 15 years depending upon the grant amount, which is in the note and mortgage the owner is required to sign. For every year the homeowner remains in the house, a fraction of the loan is forgiven. After the regulatory period expires, the loan is completely forgiven. HARP II
Time: October 1, 2009 to September 30, 2012
This grant program is forthcoming during the first quarter of 2010. Like HARP I, it will provide moderate to substantial rehabilitation to homes in the South End of Albany. SEIC in collaboration with ACDA will rehabilitate at least fourteen units (14), under HARP II. The guidelines are similar to HARP I. The homeowner must be income eligible and reside in the home the duration of the regulatory period. The income guidelines for this grant are set to assist folks earning at or less than 50% of area median income
